This position will facilitate consensus building with internal stakeholders regarding how to pursue grants to advance the planning, policy, and budgetary documents adopted by the City, and will make strategic recommendations about the Department&#8217;s grant pursuits. &#xa0;

 Reliability Compliance Analyst I, II or III 
 This position will be filled at the I, II or III level contingent upon applicant knowledge, skills, and experience.&#xa0; 
 JOB PURPOSE: Reliability Compliance Analysts enhance electric system reliability by facilitating compliance with NERC and WECC regulatory requirements related to system reliability and/or electric system cyber security. Under the direction of the Public Works Director and Assistant Public Works Director, the Engineering Division Manager provides leadership and direction to approximately 60 full-time employees, including six direct reports. &#xa0;This position is responsible for the execution of a biennial operating budget of $13.9 million dollars and a capital budget ranging between $75 - $100 million dollars. &#xa0;The programs and services in the Engineering Division include street design/engineering, capital facilities design, project management, construction management and inspection, grant administration, pavement management, development of engineering standards and sidewalks, ADA compliance, bridge operations, engineering/construction surveys, and Local Improvement Districts. &#xa0;Other responsibilities include managing the City&#8217;s Infrastructure Committee and the associated processes required to synchronize the City&#8217;s activities in the right of way with all construction and/or emergency activities. &#xa0; Additionally, this position provides the project management and design/construction support in the delivery of the City&#8217;s transportation and major capital facilities projects.  JOB PURPOSE: &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0;&#xa0; 
 Journeyman Lineman duties include construction and maintenance of overhead and underground transmission and distribution systems. Direct responsibility for completing assigned work in a safe and efficient manner and for the general condition of trucks, special equipment and tools. 
 JOB FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily.  EF 85%&#xa0; Must efficiently construct all phases of overhead and underground line work according to District line construction standards and practices; must know and understand District operating instructions. 
 EF 10%&#xa0; Understand WAC 45 and OSHA 1910.269 rules and be responsible for tools and equipment needed to install and maintain the District&#39;s electrical system. This responsibility may include purchasing and inventory of new equipment, tools, and learning new technology. 
 EF 5%&#xa0; Once qualified will be required to fill-in as Temporary Foreman or Serviceman on an as-needed basis. 
 EF Ongoing&#xa0; Drive a motorized vehicle while conducting business on behalf of the District. 
 EF Ongoing&#xa0; Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

Acceptable documentation includes copies of apprenticeship certificates, college transcripts or journey-level lineman card equal to NJATC requirements.&#xa0;

 Must have experience in line construction and maintenance, and be proficient in using tools and operating heavy equipment of the trade on energized and de-energized systems. Must have a working knowledge of the fundamentals of electricity as pertains to utility systems.

Computers &#38; Equipment: A fully skilled incumbent will have the ability to utilize the following software,&#xa0;hardware, or equipment: To perform this job successfully, an individual must be an experienced operator possessing the ability to&#xa0;operate all line equipment including line trucks, bucket trucks, backhoes, all hand tools, wire pulling&#xa0;equipment, jackhammer, hot sticks, forklift, chainsaw, tensioners, line strippers, digger-derrick trucks,&#xa0;line stringing equipment and all associated construction materials safely and proficiently. Covers&#xa0;energized lines with line barriers/rubber goods to facilitate safe handling of high-voltage lines without&#xa0; interrupting service. Be proficient using hot sticks in all phase of line work. Must be able to use or learn&#xa0;to use desktop or laptop computers.
