The candidate chosen for this position will be a part of a highly experienced, diverse, and multifaceted team whose mission is to evaluate crop responses to climate change, develop adaptation and mitigation strategies, apply systems theory to the solution of complex, agricultural problems and to develop computer-aided farm decision support systems and assessment tools for environmental study and analysis.&#xa0; 
 The ideal candidate would be a systems level thinker with strong quantitative skills. We are seeking an individual with a diverse background who would use these skills to investigate and quantify the interaction of soil microbial community composition and metabolic activities and their subsequent influences on nutrient cycling and availability for plant uptake/biological activities. Using a systems approach, research on the interplay of root exudates, temperature, CO2, water/soil pore system and soil management on nitrous oxide, methane and CO2 emissions will lead to mathematical and conceptual models of the soil biosphere. These models will consider root growth, plant nutrient use efficiency, carbon budgets, water, the macro? and microbiological components and their activities and other important components of the soil ecosystem. Information and data will be linked with existing above ground mechanistic models of crop growth for evaluation of management effects on both soil health and sustainability and crop production resiliency. The incumbent will work collaboratively with highly recognized and cutting edge scientists from other USDA-ARS laboratories to obtain experimental data regarding soil biological processes from multiple locations. The incumbent is also responsible for planning research activities, reporting to customers and scientific peers, and supporting technology transfer of products developed during research. You will supervise a team of planners, technicians, and consultants focused on achieving the County&#8217;s vision of a multi-modal transportation network that connects residents to jobs and other activity centers and supports the built environment equitably, efficiently, and safely. You will collaborate with county, state and federal officials; community members and neighborhood associations; land developers and their consultant teams. You will manage an efficient, transparent development review process that advances transportation recommendations from County approved master plans and provisions from the County Code. Your team will serve as resource members and participate in the development of policies and strategies for various master and sector plans. You will address the transportation needs that run the spectrum between urban mixed-use development, traditional suburban development, and rural areas. &#xa0; &#xa0; 
 Examples of Important Duties

 Oversees&#xa0;Transportation&#xa0;Planning&#xa0;Section&#xa0;planning&#xa0;projects,&#xa0;including&#xa0;the&#xa0;preparation&#xa0;of&#xa0;the Countywide Master Plan of Transportation (MPOT 2035), transportation forecast modeling, various&#xa0;transportation&#xa0;action&#xa0;plans&#xa0;and&#xa0;mobility&#xa0;studies,&#xa0;and&#xa0;outside&#xa0;supported&#xa0;projects&#xa0;such as MWCOG Transportation &#38; Land Use Connections projects and Maryland Bikeways projects. 
 Serves&#xa0;as&#xa0;a&#xa0;source&#xa0;of&#xa0;expertise&#xa0;in&#xa0;deliberations&#xa0;of&#xa0;the&#xa0;Planning&#xa0;Board,&#xa0;County&#xa0;Executive, and County Council. Serves on, or delegates section staff to serve on, county and state committees.

PREFERRED QUALIFICATIONS:
 
 Proven ability to supervise, mentor, counsel, and develop staff. 
 Knowledge and experience in transportation planning, including the incorporation and retrofitting of pedestrian, bicycle, and transit facilities in the built environment as well as measuring and determining transportation adequacy through a variety of metrics including level-of-service and vehicle-miles-traveled. 
 Practical knowledge of travel forecast demand modeling and developing long-term transportation infrastructure and policy recommendations to advance an equitable and sustainable transportation system. 
 Keen understanding of the development review process, including various types of development applications and their sequential approval process; zoning, subdivision, and other county code provisions as they relate to transportation and providing transportation facilities; and conformance with policy and facility recommendations from approved master plans. 
 &#xa0;Demonstrated ability to manage or facilitate complex, multi-year projects involving multiple stakeholders and a wide array of subject areas, sensitive political issues and challenges, and diverse communities. 
 Strong communication skills and the ability to develop and maintain collaborative relationships with a variety of stakeholders, including elected officials and agency officials at all levels of government, non-profit organizations, developers, civic groups, County residents, and others involved in planning, community and economic development.

The goal is to reduce the mortality and morbidity resulting from mild to severe traumatic brain injuries (TBI) occurring in military-centric environments and across the spectrum of acute to chronic post-injury recovery periods. 
 What will I be doing? 
 As an ORISE participant, you will gain hands-on preclinical research experience while providing research assistance employing militarily-relevant rodent models of blast-induced brain injury (bTBI) to identify the neurobiological underpinnings of bTBI and to identify factors that shape vulnerabilities to bTBI and persistent sequelae.&#xa0;Participants will have the opportunity to be involved with the following research activites: 
 
 assisting&#xa0;with biomechanical and biological mechanisms of blast injury&#xa0;as well as&#xa0;assisting with&#xa0;behavioral assessments 
 designing, developing, and implementing the application of biological processes pre/post blast insults&#xa0; 
 applying electrocardiogram (EKG) electrodes and equipment&#xa0;

								<description>Silver Spring, Maryland,  The Walter Reed Army Institute of Research (WRAIR) delivers lifesaving products including knowledge, technology and medical material that sustain the combat effectiveness of the warfighter. WRAIR provides unique research capabilities and innovative medical solutions to a range of Force Health Protection and Readiness challenges currently facing U.S. Service Members and threats anticipated during future operations. These research opportunities include ongoing efforts to identify and treat traumatic brain injury as well as to understand and mitigate the harmful effects of repeated exposures to blast. 
 What will I be doing? 
 As an ORISE participant, you will collaboratively participate within a research team assessing the biomedical and biological mechanisms of blast injury using in vitro and in vivo models,&#xa0;as well as biological samples collected from human patients and volunteers. These studies are critical to the experimental development of injury criteria, which will form the basis for: 
 
 Developing standardized guidelines and test methodologies to study the effectiveness of therapeutic agents.  
 The utility of biofluid biomarkers in pre/post-blast animal models, human volunteers and victims of blast exposure.

 What is the anticipated start date? 
 The Walter Reed Army Institute of Research is ready to make appointments immediately. Exact start dates will be determined at the time of selection and in coordination with the selected candidate. Applications are reviewed on an ongoing basis and internships or fellowships will be filled as qualified candidates are identified. 
 What is the appointment length? 
 This appointment is a twelve month research appointment, with the possibility to be renewed for additional research periods. Appointments may be extended depending on funding availability, project assignment, program rules, and availability of the participant.&#xa0; 
 What are the benefits? 
 You will receive a stipend to be determined by Walter Reed Army Institute of Research. Stipends are typically based on a participant&#8217;s academic standing, discipline, experience, and research facility location. Other benefits may include the following:

 Qualifications 
 
 The qualified candidate will have earned a Doctoral degree&#xa0;in biomedical sciences&#xa0;within the past five years from the appointment start date. 
 Highly competitive candidates will have experience and/or skills in the following:&#xa0; 
 
 Hands-on experience with in vivo research. 
 Injecting mice by oral, intraperitoneal, subcutaneous, and intravenous route. 
 Western Blot; ELISA; PCR and RT-PCR; confocal microscopy; Immunufluorescence (IF) assay; genomic DNA/RNA extraction and quantification; agarose gel electrophoresis. 
 Fluorescence spectrophotometer.</description>
