 Under the supervision of the Director of Project Delivery, the Associate Program Analyst (Project Analyst) will: 
 
 Provide complex program and administrative support in the development, implementation and administration of the Capital Project program; 
 Support the day to day administration of the program; monitor, report, and regularly coordinate with project managers, architectural and engineering consultants, and construction contractors; 
 Foster cooperative working relationships with internal workgroups, various local agencies, and regulatory agencies; 
 Support the evaluation of practices and procedures for operational, policy, and procedural improvement; 
 Oversee and conduct program evaluations; and 
 Develop, summarize, and maintain administrative and fiscal records and contracts.

 Alameda County is the geographic center of the San Francisco Bay Area, located east of the San Francisco Bay, extending to Livermore in the East and from Albany in the North to Fremont in the South.  THE IDEAL CANDIDATE WILL: 
 
 Understand and have experience with the practices of program administration for capital projects that are on the state highway system, arterials or rail crossings. 
 Be adept at collaboration and building strong partnerships with a wide variety of local agencies and consultants. 
 Possess excellent knowledge of research and reporting methods, techniques, and procedures, and be able to support efforts to report on the Capital Projects program. 
 Be passionate about supporting the delivery of regionally significant capital project by collaborating with others to ensure the development of a successful Capital Projects program. 
 Understand the development and the work breakdown structure of pre-construction phases to support project managers in maintaining or identifying any delays in schedule and cost overruns. 
 Have experience in the administration of local agency responsibilities for projects in construction. 
 Provide a high level of customer service by effectively dealing with the public, vendors, contractors, and local agency and Alameda CTC staff. 
 Communicate effectively in person, over the telephone, and in writing. 
 
 EXAMPLE OF ESSENTIAL RESPONSIBILITIES 
 
 Supports the administration of the Alameda CTC&#8217;s Capital Projects program by assisting Project Managers as directed. 
 Supports Project Managers in administrative efforts related to the contract management of capital projects. 
 Analyzes and reports on project schedules, project expenditures and overall Capital Program expenditures as directed by the Director of Project Delivery. 
 Monitors and reports progress on contracts administered by the Capital Projects group. 
 Prepares staff reports and PowerPoint presentations and gives presentations at committee meetings as assigned. 
 Develops strong partnerships with project partners and Architectural and Engineering (A&#38;E) and Construction firms to foster a collaborative working environment and ensure program success, such as ensuring invoices are consistent with contract terms and conditions. 
 Participates on various Project activities such as Public Outreach Pop-Up events, Open Houses or Community presentations as assigned. 
 Reviews and files required project documents for completeness. 
 Coordinates internal Alameda CTC resources for internal Project activities such as budgets, cash flow, project controls, and finance or contract documents. 
 Coordinates internal Alameda CTC resources for external Project activities such as Environmental Document publications, Public hearing notices, Website posting, and Fact Sheet updates. 
 Monitors and reports on use of external funding sources, and Department of Industrial Relations compliance. 
 Monitors changes in policies, laws, regulations and technology as it pertains to project delivery 
 Identifies areas for procedural changes. 
 
 QUALIFICATIONS 
 
 Equivalent to graduation from an accredited four-year college or university with major coursework in transportation planning, project management, business administration, public administration, or a related field. 
 Three (3) years of responsible professional-level experience in the transportation field related to area of assignment. 
 Possession of, or ability to obtain, a valid California Driver&#8217;s License by time of hire. 
 
 COMPENSATION AND BENEFITS 
 The annual salary range is $92,962 to $120,850 depending on qualifications and experience.&#xa0;

Location Headquarters :   UCCE Mendocino County, Ukiah, CA. Purpose .  The Area Water Quality, Quantity and Climate Change Advisor will implement an innovative extension education and applied research program to address issues related to water quality, quantity, and climate change in the North Coast Regional area. The Area Water Quality, Quantity and Climate Change position will focus on the impacts of climate change (intensifying droughts, floods, wildfire, and extreme events) on water supply and quality. The advisor will work with agricultural and natural resource producers as well as local government water agencies and water districts. Targeted program focus include one or several of the following: 1) maintain and diversify local water supplies that reduce reliance on any one water supply (springs and well systems, recycled water, or water harvesting); 2) protect and enhance natural ecosystems that sustain fish, wildlife, and crop and animal agriculture; 3) build connections with local government water agencies, water districts, indigenous tribes and integrate water management through shared use of science, data and technology; and 4) identify and develop viable options to meet the requirements of the Sustainable Groundwater Management Act, and other local, state and regional policy issues. The advisor&#39;s extension education program will assist leaders and policymakers to understand and create long-term water resiliency plans that include water development and storage, alternative water sources (e.g. recycled and rainwater capture), water conservation and dealing with increasing effects of climate change. Extension efforts will target supporting and strengthening agencies, be they local government, water bodies, county, non-profits, community members or landowners. Hydrological analysis of area surface water (rivers, lakes) and groundwater (springs and wells) is also needed for planning purposes. Research may include watershed-scale work at the Hopland Research and Extension Center, which has the necessary flumes and automatic data collection e.g. to assess fire treatments on upstream flow and water quality. Pasture and hay operations utilize subsurface, flood, wheel-line, and pivot irrigation systems. Beyond their importance economically in the region, irrigated grass and pasture systems provide a series of ecosystem services including storing carbon, supporting groundwater recharge, filtering water, and providing habitat for a variety of species. THE DIVISION: With a goal for sustainable infrastructure, the Capital Projects Engineering (CPE) Division performs a range of tasks to design and construct public works, utilities and related projects for a wide range of departments within the City of Santa Rosa. &#xa0;The CPE Division is comprised of a diverse, dedicated team of Engineers, Engineering Technicians, Surveyors, and administrative support staff whose scope ultimately includes projects to rehabilitate, upgrade and expand virtually all aspects of the City&#39;s infrastructure - from transportation projects and bridge projects (including the 101 pedestrian overpass), to facilities projects (including interior remodels, Emergency Operations Centers, fire stations, community centers), to creek restoration projects, to water and wastewater infrastructure projects, and everything in between. &#xa0;The City is exploring and excited about Design-Build project delivery as an alterative delivery strategy. &#xa0;Capital Projects at the City of Santa Rosa are primarily funded through sewer and water rates, gas taxes, development fees, storm water utility revenue, and grants, as well as other transportation-related Federal, State and local funding sources.&#xa0;&#xa0; THE SUCCESSFUL CANDIDATE: The successful candidate will be a self-driven professional, with the ability to establish and strengthen a wide variety of work relationships.  WORKING CONDITIONS AND PHYSICAL REQUIREMENTS: A Supervising Engineer works primarily indoors, sitting for extended periods of time with the ability to change positions. Using a computer, calculator and other standard office equipment requires making continuous or repetitive arm-hand movements. Books and plans weighing less than 20 pounds are carried more than 20 feet. Part of the work involves inspecting development and construction sites which requires the ability to walk over rough, uneven or rocky surfaces, jumping over trenches and other obstacles and working in a variety of weather conditions with exposure to the elements. Inspecting sites requires the ability to hear alarms and operation of construction equipment. Use of a computer mouse with computer aided design programs requires making fine, highly controlled muscular movements to adjust the positions of a control mechanism. Using survey equipment during inspections involves measuring distances using calibrated instruments. Inspecting bridges requires working at heights above 10 feet. Conducting inspections requires the individual to climb ladders or scaffolding, ranging up to 50 - 60 feet, in order to access and walk on roof tops.  Experience with the principles and practices of electrical engineering applied to distribution, transmission, and/or substation system planning; Federal, State and local safety laws, codes and regulations including Cal-OSHA, CPUC G.O. 95, 128, 165, and 174 regulations, NERC, and practices of distribution, substation, and sub-transmission system planning, design, construction, maintenance and operations at an advanced level.

Opportunities include appropriate processing technologies and the optimization of organic waste management including green waste and food waste for agricultural products through the use of byproducts as agricultural soil amendments, livestock feed, and/or horticultural media.  This position will entail a variety of landscape duties from basic gardening and cultural landscaping tasks (pruning, watering, weeding, mulching). Natural resource work may include removal of invasive weeds like thistle, threatened and endangered species monitoring, or native tree and plant monitoring. Day-to-day work will involve working primarily outside in a variety of weather conditions, though the timeframe of this position should be mostly warm to hot especially in summer. Work and tasks associated with this position may require the use of various landscaping hand tools such as pruners, loppers, rakes, shovels, hand saws, ladders, leaf blowers, lawnmowers, weed whackers, hedgers, fertilizer spreaders, (but no chainsaws). Power tools such as drills, screw guns, sanders, may also be required (but no chainsaw use at all). Use of ladders may also be necessary and proper ladder use/training will be provided. For any IPM (integrated pest management) work the Member may need to set traps or hand pull weeds, but any use of baits or chemicals will only be done under close supervision by the park IPM coordinator. The park philosophy towards toxic chemicals is to limit or avoid their use whenever possible in favor of mechanical or other means of pest management. 
 The ACE Member will likely work in a team of two but will also engage as much as possible with other divisions at the park including Maintenance, Natural Resources, Cultural Resources, Interpretation, and also park volunteers and Youth Conservation Corp members. To the degree possible, Members will be invited to engage with other parks in the Bay Area NPS network if time and opportunity allows. If the Member has time, interest, and initiative to take on special projects that interest them, and if such a project also aligns with park objectives, this would be supported by their supervisor. &quot;Special projects&quot; associated with these cross discipline opportunities could consist of either academic research into garden or landscape history of the sites or practical application of new plants or methods of landscape maintenance particularly as we are faced with maintaining the historic character of our cultural landscapes and plant palettes in the face of a warming and drying climate. 
 This individual placement is meant to facilitate professional development and promotes exposure to land management agencies and networking with professionals. This could include gaining experience in different conservation fields and shadowing different work groups. 
 Schedule:  This will be a full-time 40 hour/week position, daily schedule will typically be from 7am - 3:30pm, however daily start/stop times may be flexible depending upon job assignments and/or the individual&#39;s needs on a day-to-day basis.

 Position Benefits 
 Living Allowance:  The ACE Member is expected to contribute ~40 hours/week and will receive a living allowance of $700/week to offset the costs of food and incidental expenses, dispersed bi-weekly.

 Project Background and Objectives:  The members will become part of a coordinated seed collection effort to support National Park Service ecological restoration projects across multiple NPS units. These are developmental positions in the botanical sciences and will be working closely with NPS vegetation staff and learn directly from other practitioners. ACE members will be provided direct technical training in the botanical systematics of California, techniques for seed collection and curation, whose field work will assist restoration planning for NPS units within the California Invasive Plant Management Team (CA-IPMT) network of parks. The project work is promoting restoration and the development of plant materials for targeted restoration activities in NPS units across California and into southern Oregon. The work will increase NPS capacity for habitat restoration and native plant conservation through the coordinated control of non-native species, ecological restoration, and the conservation of native plants.&#xa0;&#xa0; 
 ACE members  will assist parks in the CA IPMT network with seed collection and botanical surveys to promote native plant conservation and habitat restoration throughout the parks. ACE Members will gain work and technical experience as well as have educational opportunities throughout the project duration. Work activities include botanical surveys to locate target populations of management interest, seed evaluation and collection, and seed curation. This project supports the seed collection that is essential to vegetation management in NPS units by providing the necessary native plant materials to promote the restoration of native plant communities. 
 CA IPMT Program Overview:  One of the many ways the NPS is addressing invasive species is through the Invasive Plant Management Program (IPMT).  The California IPMT supports 17 partner park units located within the California Floristic Province in California and Southern Oregon. Regarded for its exceptionally high concentration of endemic plants, this region is one of 36 world biodiversity hotspots. Of the more than 4,600 species of vascular plants found in California, one-third of the species are endemic to the region, along with over 1,000 non-native species. The California IPMT provides technical assistance directly to parks to identify programmatic needs, develop strategic goals, and provide support for ongoing park projects. The California IPMT provides resources to parks for staff to complete treatments, survey and map invasive plant populations, and complete native plant restorations through an annual proposal process. The California IPMT works with state and federal agencies to integrate partner parks into statewide and national networks, while building multi-jurisdictional collaborations that support successful vegetation management both within and around national parks. 
 Living Allowance:  The ACE Member is expected to contribute ~40 hours/week and will receive a living allowance to offset the costs of food and incidental expenses, dispersed bi-weekly. Living allowance will vary based on project selection: 
 
 $600/week for AmeriCorps Crew Members (non bay area) 
 $800/week for Non-AmeriCorps Crew Leader (non bay area) 
 $660/week for Bay Area AmeriCorps Crew Members&#xa0; 
 $900/week for Bay Area Non-AmeriCorps Crew Leader 
 $550/week for AmeriCorps Individual Placement 
 
 Housing:  Housing will likely be provided by the park, if not provided then additional housing allowance may apply.  
 AmeriCorps:  All positions (excluding the two Crew Leader positions) may be eligible for an AmeriCorps Education Award upon successful completion of service hours. Additional enrollment steps are required. 
 The four Crew member positions at 24 weeks may be eligible for a 900-hr  AmeriCorps Education Award,  ($3247.50). 
 Scheduling:  A typical schedule is eight, ten-hour days followed by six days off OR four ten-hour days with three days off. Schedule has flexibility but will be at the discretion of NPS units and phenological conditions. 
 Position Description:   This project involves the mobilization of ACE members to assist NPS land managers with botanical identification, collection, and curation of individual native plant species targeted for conservation and utilization as restoration seed sources.&#xa0; 
 There will be two, three-person teams and two individual park placements. Teams work in selected parks within CA IPMT network parks (one based at Golden Gate National Recreation Area and working within the  San Francisco Bay Inventory and Monitoring Network  parks; the other based at Lava Beds National Monument and working within the  Klamath Inventory and Monitoring  Network parks. An additional two seed collection members will be individually placed within network parks (Sequoia and Kings Canyon National Park and a TBD Park). ACE members will be trained by CA IPMT staff as well as other botanical experts as a cohort, receiving instruction in field botany and botanical systematics, seed collection methodologies and techniques, as well as seed curation techniques to match standards established by the Seeds of Success program. Seed collections will be made in close cooperation with individual park units to support future restoration operations.&#xa0;&#xa0;&#xa0; 
 This individual placement is meant to facilitate professional development and promotes exposure to land management agencies and networking with professional botanists. This could include gaining experience in different conservation fields and shadowing different work groups. 
 Crew Leader specific duties include: 
 
 Provide leadership and take responsibility for a group of two Crew Members in a botanical field research setting with objective hazards traveling between multiple NPS units in urban and rural settings 
 Lead a small team in the identification, location, and collection of NPS designated native plant species for collection and curation under appropriate conditions for maximum germinability&#xa0; 
 Provide botanical identification expertise, as well as expertise in the use of crew equipment (GPS/GIS, data collection devices), proper seed collection, storage and curation techniques 
 Understand and relay botany &#38; plant ID techniques 
 
 Crew member specific duties include:&#xa0; 
 
 Identify, locate, collect, curate, and store native plant seed for restoration at the direction of the Crew Leader and under NPS guidance
