 Reliability Compliance Analyst I, II or III 
 This position will be filled at the I, II or III level contingent upon applicant knowledge, skills, and experience.&#xa0; 
 JOB PURPOSE: Reliability Compliance Analysts enhance electric system reliability by facilitating compliance with NERC and WECC regulatory requirements related to system reliability and/or electric system cyber security. In conjunction with subject matter experts, this position will assist with developing and implementing sound tactical programs, procedures, and operational processes. Will also assist with developing and implementing preventative, detective and compensating compliance controls and best practices across the District to monitor and facilitate compliance. 
 JOB FUNCTIONS:  To perform this job successfully, an individual must be able to perform each essential function of the job satisfactorily. 
 % of Time Job Functions 1. 75%&#xa0; &#xa0; In collaboration with Standard Owners, assist with coordination of compliance for assigned NERC/WECC Reliability Standards and requirements, including assistance with development of Reliability Standard Audit Worksheets (RSAW), drafting procedures, Audit materials, Self-Reports and Mitigation Plans. Organize and retain documentation of programs and practices to satisfy compliance with NERC/WECC Reliability Standards and requirements. 2.&#xa0;10%&#xa0; &#xa0; Assist with documentation, coordination and organization relating to NERC/WECC Audits, Spot-Checks, Self-Certification and investigations, industry compliance filings and responses to requests for information. Assist with Audit activities, including, but not limited to, Data Requests, Audit interviews, and logistics coordination. 3. 10%&#xa0; &#xa0; Assist with monitoring, evaluating, and tracking external compliance requirements, deadlines, and industry best practices, particularly as to FERC, NERC and WECC. 4. &#xa0;5%&#xa0; &#xa0; Conduct research and provide resources to Standard owners regarding industry best practices, compliance processes, procedures, and documentation. 5. Ongoing&#xa0; &#xa0; Learn how to facilitate and promote the District&#39;s Culture of Compliance. 6.&#xa0;Ongoing&#xa0; &#xa0; Maintain regular and predictable attendance.  Experience: 
 Reliability Compliance Analyst I:&#xa0;&#xa0; No experience required. Candidates with at least one (1) year of experience working in a legal, regulatory compliance, auditing, cyber security, engineering, or related field are desired. Candidates with NERC/WECC experience preferred. 
 Reliability Compliance Analyst II: &#xa0;Typically requires a minimum of three (3) years of experience interpreting, implementing and/or adhering to legal or regulatory requirements in a regulatory occupation, or closely related role. Candidates in a technical or operational role where interpreting, implementing, or ensuring adherence to Reliability Standards has been a core job function may also be considered. 
 Reliability Compliance Analyst III:&#xa0; Typically requires a minimum of five (5) years of experience interpreting, implementing and/or adhering to legal or regulatory requirements in a regulatory occupation, or closely related role, with at least three (3) of those years directly interpreting, implementing, or ensuring adherence to NERC/WECC Reliability Standards. Candidates in a technical or operational role where interpreting, implementing, or ensuring adherence to NERC/WECC Reliability Standards has been a core job function may also be considered.

 Reliability Compliance Analyst I : The  starting  salary range for this position is $73,600 - $92,000 (based on qualifications).&#xa0; With tenure and strong performance  in this role  an employee may earn up to a maximum of $110,400, annualized. 
 Reliability Compliance Analyst II : The  starting  salary range for this position is $84,400- $105,500 (based on qualifications).&#xa0; With tenure and strong performance  in this role  an employee may earn up to a maximum of $126,600, annualized. 
 Reliability Compliance Analyst III : The  starting  salary range for this position is $98,160 - $122,700 (based on qualifications).&#xa0; With tenure and strong performance  in this role  an employee may earn up to a maximum of $147,240, annualized.

 POSITION &#xa0; OVERVIEW : This position is a member of Project Team 1 in the Project Design and Delivery ( PDD ) branch of the department. We are looking for dynamic individuals to join our team to advance our mission of protecting life, property, and the environment from the effects of flooding, erosion, and water pollution. The work of this design team includes sponsoring large Capital Improvement Program projects and smaller in-house projects to reduce risk of flooding and erosion, and protect water quality in our creeks, with a focus on localized flooding and improvements to storm drain systems. This position is responsible for performing feasibility studies to assess potential solutions to drainage issues, identifying and implementing small scale mitigation solutions, develop Hydrologic and Hydraulic models, conducting technical reviews, and assisting other engineering staff with the final design and construction phases of Capital Improvement Program (CIPs) projects and in-house projects. This position may also assist with efforts to identify and prioritize potential projects and activities for the division. 
 Preferred Experience: 
 
 Knowledge of municipal regulatory drainage code and criteria such as the City of Austin&#8217;s Drainage Criteria Manual. 
 Demonstrate knowledge and experience of hydrologic and hydraulic analysis including 1D and 2D modeling of primarily storm drain systems and open channels, including experience and proficiency with hydraulic and hydrologic modeling software such as StormCAD, CivilStorm,&#xa0; ICM ,&#xa0; HEC - RAS ,&#xa0; HEC - HMS , etc. 
 Experience with design, construction, and project management of drainage infrastructure projects. 
 Experience and proficiency in&#xa0; GIS . 
 Experience in AutoCAD and Civil 3D

 Location:  U.S. Army Corps of Engineers, Engineering Research and Development Center, Vicksburg, MS. 
 Salary:  $35.64-$42.73 per hour depending on qualifications and experience 
 Duration of position: &#xa0; This is a contract position that will begin as early as May 8 th , 2023. The intended duration is one year (May 8 th , 2023 &#8211; May 7 th , 2024) with possible extension dependent on funding. 
 Project: &#xa0; Developing innovative RNAi-based treatments targeting invasive  Phragmites  during drought, floods, and other climate-induced stresses 
 Position Description:  The student contractor will serve as a Research Associate supporting the ongoing development of innovative RNAi-based biotechnologies and other novel methods to design, test, refine and apply gene silencing agents to mitigate the invasive  Phragmites australis  during drought, floods, and other climate-induced stresses (e.g., increased environmental temperature). The contractor will be based primarily at the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, MS and play a critical support role for the collaborative USGS-US Army ERDC research by assisting with a variety of duties (to be determined by qualifications and experience) that may include, but are not limited to: 
 
 Conducting a literature review to establish a baseline understanding of how  Phragmites  and other invasive plant species respond during periods of drought, flooding, and other climate stresses. 
 Contributing to the design, development, and refinement of multiple classes of gene silencing agents (GSAs) for species- and gene-specific knockdown of essential genes to inhibit the growth of invasive   australis  through herbicidal mode of action and eventually destroy the population without impacting non-target species or the native non-invasive  P. australis . 
 Collaborating with a multidisciplinary, multi-institution research consortium team spanning genetics, genomics, bioengineering, plant pathology, molecular biology, bioinformatics, nanotechnology, chemistry, and ecology. 
 Performing benchtop and greenhouse studies to test multiple classes of gene silencing agents (GSAs) individually or in combinations for their efficacy in inhibition of target genes and desired phenotypic changes. 
 Evaluating and optimizing the composition, dosage, and application methods of GSAs as a bioherbicide for controlling the invasive   australis  in response to climate-induced stresses. 
 Assisting the research team in permit application and field studies to assess the formula and application frequency of candidate GSA-based bioherbicides. 
 Collecting experimental data, giving oral presentations, and preparing technical reports and peer-reviewed publications 
 Education/Experience Requirements:  The successful candidate  must  be currently enrolled as a student or must have received a degree within one year prior to beginning the contract. The candidate must have a Master&#8217;s degree and/or PhD in molecular biology, bioengineering, genetic engineering, plant genetics/genomics/virology or a related field, and an ideal candidate will have: 
 
 A valid U.S. driver&#8217;s license 
 Hands-on experience with molecular cloning, DNA sequencing, quantitative RT-PCR, RNA interference (RNAi)-based gene knockdown, bioinformatics, and virus-induced gene silencing (preferred but not required) 
 Great attention to detail, a desire to learn, and the ability to work in an efficient and self-directed manner 
 High motivation with the ability to multi-task and work collaboratively in a team setting 
 
 Other Details:  This contract covers a 52-week period with an anticipated start date of May 8 th , 2023. The student contractor cannot receive holiday pay, annual leave, or health care benefits, nor can they receive overtime pay for hours worked in excess of 80 within a two-week period. However, hours in excess of the established 80 per two weeks will be paid at the regular hourly rate. 
 Non-U.S. citizens and individuals without a Social Security Number (SSN) or with restrictive markings on their Social Security Card must provide documentary evidence from USCIS of authority to work in the United States. Foreign students in the U.S. under F-1 visas are usually not able to participate in this program, due to USCIS restrictions on off-campus work [8 CFR 214.2 (f)(9)]. 
 The student will report to the U.S. Army Corps of Engineers, Engineering Research and Development Center, Vicksburg, MS for all duties, unless otherwise specified. 
 Office work will occur in an office equipped with a computer workstation. Moving expenses will not be paid. Lodging will only be provided when in travel status. 
 The successful candidate will be hired as an independent contractor. This is not a government position, and time does not count toward time-in-service.

 Overview:  The University of Tennessee Extension is a strong educational and research partner in the effort to improve row crop production systems. The successful candidate is expected to develop a nationally recognized Extension and applied research Precision Agriculture Technology Program. Specific areas of emphasis could include but are not limited to Precision Agriculture Machinery, Sensing and Control Systems, Unmanned Aerial Vehicles, and Autonomous Agriculture Systems. 
 Primary Responsibilities: 
 
 Develop, deliver and evaluate an Extension Program in the area of Precision Agriculture Technology that focuses on row crop production systems. This Program will employ innovative teaching strategies and methodologies adapted to diverse audiences including agricultural producers, Extension Agents and Specialist, professional consultants, as well as state, regional, national, and international leaders. 
 Acquire extramural funding to develop &#38; deliver a Precision Agriculture Technology Extension Program. 
 Acquire extramural funding to support a Precision Agriculture Technology applied research Program that includes the training of BESS graduate students and peer-reviewed publication of research results. 
 Publish peer reviewed Extension and journal articles as well as BESS Extension fact sheets. 
 Work in a multi-disciplinary team environment with BESS Research and Extension faculty and professional partners to translate and teach advancements in Precision Agriculture Technologies. 
 Collaboratively develop and field test or demonstrate Precision Agriculture technologies. Focus areas could include but are not limited to crop sensing systems, &#8220;smart&#8221; sprayers/applicators for nutrients, herbicides, and pesticides, and field mapping and yield monitoring systems developed to improve the efficiency, resilience and sustainability of row crop production systems. 
 Collaboratively develop and evaluate &#8220;smart&#8221; machinery systems such as planters, nutrient applicators, herbicide/pesticide sprayers, harvesters, and other advanced row crop management equipment. 
 Develop collaborative and advisory relationships with agricultural producers, BESS Research and Extension faculty, Extension Agents, and equipment manufacturers to improve the efficiency, resilience and sustainability of row crop production systems using Precision Agriculture Technologies. 
 Provide leadership to state-level 4-H youth programs, including the 4-H Electric Camp. 
 Participate in the service activities of the Department, Institute, University and profession. 
 Qualifications: &#xa0; Ph.D. in Biosystems, Biological, or Agricultural Engineering preferred; Ph.D. in other disciplines will be considered only if the applicant has a BS or MS degree in Engineering. Required terminal degree research focus on Precision Agriculture Technologies and/or demonstrated development of an extramurally-funded Extension/Research Program in Precision Agriculture Technologies.  Research efforts may integrate any type of experimental data or techniques related to the applicant&#39;s interests, possibly including sensor development &#38; deployment, &#8220;omics&#8221; data, high-throughput phenotyping, machine learning applications, or data science/management, into data-driven solutions for beef production systems.
