 Manages multimodal transportation capital improvement projects and major maintenance projects:
 
 Leads and manages procurement processes including preparation of bid documents, consultant and contractor selection processes, and contract negotiations. Ensures compliance with Town regulations and policies. 
 Monitors construction activities to ensure accurate and timely completion of work. 
 Manages project budgets. Reviews, approves, and makes recommendations on requests for payment and change orders. 
 Keeps stakeholders informed of project schedule and impacts in collaboration with the Town Communications and Community Engagement Department. 
 Coordinates with the Town Finance Department and outside agencies on administration of grants and intergovernmental agreements.

 Supports development and implementation of asset management systems.&#xa0;

 Development, implementation, monitoring, and updating of the Town&#8217;s Transportation Mobility Plan in coordination with the Town&#8217;s Transportation Planning Department.

 Prepares, presents, and reviews Board agenda items and staff reports. Present information to public groups and other public and private agencies and at Board meetings. 
 Responds to customer concerns, inquiries, and requests for service, including traffic and speed related concerns in collaboration with the Town Engineer, the Town Transportation Planning Division, and other Town staff. 
 In collaboration with the Town Transportation Planning Division, the employee may represent the Town in regional multimodal transportation efforts including coordination with the Denver Regional Council of Governments (DRCOG), Boulder County, Weld County, Colorado Department of Transportation, other municipalities, and the Regional Transportation District. 
 Develops the multi-year transportation capital improvements program in collaboration with the Town Engineer and other Town staff. Collaborates with the Town Engineer to effectively coordinate capital improvements across Public Works and with other departments. 
 Develop and collaboratively manage programs within the Town (e.g. Neighborhood Speed Mitigation Program, Vision Zero Program, etc.).

 Bachelor&#8217;s degree in Civil Engineering or a directly related field, and a minimum of five years of experience with the planning, design, and construction of transportation, traffic, and mobility facilities. &#xa0;Licensed Professional Engineer in the State of Colorado, or ability to acquire through reciprocity. &#xa0;Excellent verbal and written communication skills, including the ability to deal tactfully and effectively with the public, and ability to make clear, effective, and professional presentations. Demonstrated ability to collaborate and innovate in group and interdepartmental settings. Strong analytical skills to interpret and draw conclusions from a variety of data sources including but not limited to crash reports, traffic volumes, traffic speeds, and other geo-spatial data sets.  Organize workshops and presentations for the purpose of informing local agencies on transportation issues affecting the region. 
 Oversee the work of consultants retained to work on transportation projects. Prepare written reports, contractual agreements, project scopes, as well assist in preparation of RFP&#8217;s. 
 Manage Transportation Team staff in the use of the region&#8217;s travel demand forecasting model, GIS and TransCAD, among other tools. 
 Administer grants; review grant requests and assist local agencies in leveraging project grant funding. 
 Conduct and participate in a Federal Certification Review, essentially an audit of the transportation planning process, conducted by a joint Federal Highway Administration/Federal Transit Administration review team. This audit ensures that the transportation planning process is being performed in a manner that meets federal requirements and ensures the region remains eligible to receive federal transportation infrastructure funds. This audit occurs every four years. 
 Supervise direct reports, train direct reports, and assign tasks to direct reports.

You will supervise a team of planners, technicians, and consultants focused on achieving the County&#8217;s vision of a multi-modal transportation network that connects residents to jobs and other activity centers and supports the built environment equitably, efficiently, and safely. You will collaborate with county, state and federal officials; community members and neighborhood associations; land developers and their consultant teams. You will manage an efficient, transparent development review process that advances transportation recommendations from County approved master plans and provisions from the County Code. Your team will serve as resource members and participate in the development of policies and strategies for various master and sector plans. You will address the transportation needs that run the spectrum between urban mixed-use development, traditional suburban development, and rural areas. &#xa0; &#xa0; 
 Examples of Important Duties 
 
 
 Performs HR supervisory functions such as assigning work to staff; evaluating staff performance and preparing performance appraisals; recruitment and selection of staff; approving&#xa0;leave&#xa0;requests;&#xa0;recommending&#xa0;training;&#xa0;counseling&#xa0;and&#xa0;discipline;&#xa0;and&#xa0;ensuring adherence to Commission policies and procedures. 
 Prepares annual budget requests and staff time allocations. Recommends work plan projects.&#xa0;Participates&#xa0;in&#xa0;consultant&#xa0;contract&#xa0;process&#xa0;including&#xa0;drafting&#xa0;RFPs,&#xa0;specifying contract language and processing change orders as necessary.

 Responds&#xa0;to&#xa0;and&#xa0;coordinates&#xa0;staff&#xa0;responses&#xa0;to&#xa0;sensitive&#xa0;and&#xa0;complex&#xa0;inquiries&#xa0;or&#xa0;requests&#xa0;for information from residents, community leaders, developers, attorneys, and public officials. 
 Reviews&#xa0;staff&#xa0;deliverables&#xa0;prior&#xa0;to&#xa0;submission&#xa0;including&#xa0;memoranda&#xa0;for&#xa0;development&#xa0;review and mandatory referral cases, correspondence with local and state agencies, transportation policy and infrastructure recommendations for countywide and community planning master plans and studies, and public engagement materials for various projects, among others. 
 Oversees&#xa0;Transportation&#xa0;Planning&#xa0;Section&#xa0;planning&#xa0;projects,&#xa0;including&#xa0;the&#xa0;preparation&#xa0;of&#xa0;the Countywide Master Plan of Transportation (MPOT 2035), transportation forecast modeling, various&#xa0;transportation&#xa0;action&#xa0;plans&#xa0;and&#xa0;mobility&#xa0;studies,&#xa0;and&#xa0;outside&#xa0;supported&#xa0;projects&#xa0;such as MWCOG Transportation &#38; Land Use Connections projects and Maryland Bikeways projects. 
 Serves&#xa0;as&#xa0;a&#xa0;source&#xa0;of&#xa0;expertise&#xa0;in&#xa0;deliberations&#xa0;of&#xa0;the&#xa0;Planning&#xa0;Board,&#xa0;County&#xa0;Executive, and County Council. Serves on, or delegates section staff to serve on, county and state committees. 
 Serves as acting division chief when needed. 
 
PREFERRED QUALIFICATIONS:
 
 Proven ability to supervise, mentor, counsel, and develop staff. 
 Knowledge and experience in transportation planning, including the incorporation and retrofitting of pedestrian, bicycle, and transit facilities in the built environment as well as measuring and determining transportation adequacy through a variety of metrics including level-of-service and vehicle-miles-traveled. 
 Practical knowledge of travel forecast demand modeling and developing long-term transportation infrastructure and policy recommendations to advance an equitable and sustainable transportation system. 
 Keen understanding of the development review process, including various types of development applications and their sequential approval process; zoning, subdivision, and other county code provisions as they relate to transportation and providing transportation facilities; and conformance with policy and facility recommendations from approved master plans. 
 &#xa0;Demonstrated ability to manage or facilitate complex, multi-year projects involving multiple stakeholders and a wide array of subject areas, sensitive political issues and challenges, and diverse communities. 
 Strong communication skills and the ability to develop and maintain collaborative relationships with a variety of stakeholders, including elected officials and agency officials at all levels of government, non-profit organizations, developers, civic groups, County residents, and others involved in planning, community and economic development. 
 Demonstrated ability to effectively express thoughts, ideas, and messages to a diverse group of people in oral and written form. Public speaking skills and ability to write/edit emails, letters, and technical reports.

 Bachelor&#8217;s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.&#xa0; 
 Six (6) years of progressively responsible professional level planning experience that includes supervisory or project leadership and coordination experience. 
 An equivalent combination of education and experience may be substituted, which together totals ten (10) years.
