 About this role: 
 The Director of Transportation will be a key member of our senior management team, providing strategic leadership and planning, operational oversight, and business development insight for our Transportation divisions. &#xa0;Areas of responsibility include our roadway/highway design and bridge design service lines. This role will maintain and further develop relationships with state DOT and local agency clients in our areas of operation and will also provide leadership and strategic planning as we seek to expand into new markets. 
 In this position, the candidate will:  
 
 Oversee all Transportation Design services across Lochmueller Group&#8217;s area of operation. 
 Develop and maintain key client relationships with DOT representatives, District Office personnel, select municipalities, contractors, and other consultants with whom we might consider teaming. 
 Collaborate with Regional Leaders and Executive Leadership to establish strategies for the Transportation Design division. 
 Take a lead role in pursuing and securing major transportation design projects throughout our market area, and leading efforts to expand our transportation design services into new markets. 
 Leverage previous experience and relationships to promote and grow Lochmueller Group&#8217;s transportation design services. 
 Represent Lochmueller Group&#8217;s Transportation Design division at conferences and industry meetings. 
 When necessary or desirable, serve as a Principal-In-Charge (PIC) or other roles on major projects. 
 Develop standardized operational procedures to ensure consistency, efficiency, and quality across all Transportation Design teams. 
 Oversee project performance and provide technical guidance to Transportation Design managers and staff. 
 Monitor and oversee backlog, allocation of work, and staff utilization across the Transportation Design team. Identify opportunities for greater efficiency, work-sharing, resource sharing and staffing needs. 
 Collaborate with recruiting staff, regional leaders, and others to ensure appropriate staffing levels are achieved across all offices. 
 Be responsible for the overall talent management of the Transportation Design team including performance management, staff development, and mentorship. 
 Assist with marketing and proposal development as needed.

 Minimum Qualifications

The group consists of water resources professionals (e.g., engineers, environmental scientists, and hydrogeologists) responsible for performing quality assurance and quality control reviews of various types of water resources data (e.g., hydrologic, hydraulic, weather, and groundwater). This group ensures that SFWMD water resources data collected primarily through data loggers and telemetry systems are of the highest quality &#xa0; and are reliable for use by engineers, scientists, regulatory professionals, and others for water control operational decisions, permit compliance, scientific research, environmental science, and other needs. This group also regularly interfaces with other District staff (e.g., hydrologic technicians and SCADA systems personnel) to assist with troubleshooting data collection systems issues discovered through the data quality review process. The selected candidate should have good understanding of hydraulic flow equations for calculating discharge through pumps, weirs, culverts, spillways, and open channels. Knowledge of weather data such as rainfall calculations, evaporation, evapo-transpiration, and solar radiation is a plus. The candidate should have some experience in understanding scientific and environmental data sets to be able to look for issues with the data and know how to correct discrepancies between various data sets. There are times that the individual may be required to perform or direct the performance of various statistical or water budget models using Excel spreadsheets, Python scripts, or other similar scientific tools and applications to assist with the identification of data errors and anomalies. The selected candidate would work with the SFWMD&#8217;s Information Technology (IT) staff to help develop additional tools that can be used to improve data review processes and make it more efficient. The selected applicant will be working in both fluid flow measurements for regular streamgauging and for special projects supporting environmental restoration, capacity verification of temporary pumping systems, high-profile engineering projects and litigious cases related to water issues. The effective application of hydraulics, fluid mechanics, and hydrology principles related to fluid flow are needed to perform the work assignments for this position. Supervision and guidance will be given on overall or key objectives, critical issues, new concepts, and policy matters. Direction will be given for unusual problems and developments, while the work products will be reviewed for sound technical and professional judgment. The selected candidate will be responsible for keeping the immediate supervisor current on the status of deliverables and assignments and is expected to provide technical coaching to junior professional staff. Experience is needed in: (a) collecting streamgauging data (flow, water/pressure readings &#38; operational settings) required for developing, calibrating, validating flow rating formulas used to estimate the flow at spillways, culverts, and pumps, (b) extracting and analyzing data from flow-meter output files, archiving, and extracting data from hydro databases using computer applications written in the Wolfram Language, MatLab, Python, or other object-oriented languages, and (c) writing reports and preparing presentations summarizing technical work for managers and data users. The selected applicant will work in measurements of: (i) open-channel flows near hydraulic structures by advanced hydroacoustic flow meters such as Acoustic Doppler Current Profilers (ADCPs) and acoustic point velocimeters (ADVs), (ii) culvert flows by Acoustic Doppler Flowmeter, (iii) pressurized flows in pipelines by ultrasonic time-of-travel flow meters, and (iv) water stages in open channels by portable stage sensors. The selected applicant will be expected to: (a) apply good-measurement practices for streamgauging set forth in USGS guidelines and ISO standards for hydrometric measurements; and (b) have experience/quickly learn how to apply the standard procedures to compute the total combined uncertainty in measurements outlined in the ISO Guide to the Expression of Uncertainty in Measurement and ANSI/ASME standards to account for measurement precision and calibration uncertainties.  Asset Management

 WORKING CONDITIONS AND PHYSICAL REQUIREMENTS: A Supervising Engineer works primarily indoors, sitting for extended periods of time with the ability to change positions. Using a computer, calculator and other standard office equipment requires making continuous or repetitive arm-hand movements. Books and plans weighing less than 20 pounds are carried more than 20 feet. Part of the work involves inspecting development and construction sites which requires the ability to walk over rough, uneven or rocky surfaces, jumping over trenches and other obstacles and working in a variety of weather conditions with exposure to the elements. Inspecting sites requires the ability to hear alarms and operation of construction equipment. Use of a computer mouse with computer aided design programs requires making fine, highly controlled muscular movements to adjust the positions of a control mechanism. Using survey equipment during inspections involves measuring distances using calibrated instruments. Inspecting bridges requires working at heights above 10 feet. Conducting inspections requires the individual to climb ladders or scaffolding, ranging up to 50 - 60 feet, in order to access and walk on roof tops. A sense of balance is required to walk on 6/12 pitched roof tops.  Coordinate and oversee project services in field and laboratory investigations of roads and road materials.

 KNOWLEDGE, SKILLS, AND ABILITIES 
 &#xa0;Experience with advanced concepts in the design&#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0; &#xa0;construction, and rehabilitation of concrete, bituminous and aggregate surfaced roadways. 
 &#xa0;Experience with lab investigations of pavement-related&#xa0; &#xa0;materials including asphalt, concrete, aggregates, and soils, including stabilized aggregate and soil materials. 
 Experience producing technical reports in pavement design and rehabilitation, with an emphasis on client-facing reports to address concerns and/or alternative concepts. 
 Knowledge of non-destructive pavement investigation methods and data analysis, including falling-weight deflectometer (FWD) testing, ground-penetrating radar (GPR) testing, pavement condition surveys, and laser profilometer testing. 
 Proficiency with day-to-day project productivity software, including Microsoft Office (with an emphasis on Word and Excel). Preferred software proficiencies include experience with pavement-specific applications (e.g., ProVAL, PAVER, and software for FWD/GPR analysis,) and GIS mapping tools (e.g., ArcGIS).

 Position Summary

 Position Summary 
 
 
 This position serves as Deputy Director for the Southwest (SW) Region in DOT&#39;s Division of Transportation Systems Development.&#xa0; Along with the Regional Director, this position is responsible for managing the SW Region, including promotion of the regions programs and services, establishing regional goals, objectives and performance standards, building and maintaining effective internal and external working relationships, organizing and facilitating the regional management team to achieve a high level of participation in decision making, through communication and follow through.&#xa0; This position participates fully in the division management team, is a regular participant and representative in departmental management activities and acts as a conduit between the region and the division and department.&#xa0; &#xa0;&#xa0; The Deputy Director is expected to maintain a working knowledge of regional programs, projects and services to ensure that high quality products and services are delivered, consistent with the Department/Division&#8217;s vision, mission, policies and standards. &#xa0;The Deputy Director also works with the Regional Director and the management team in recruiting, hiring, developing and retaining highly skilled, well-trained and motivated regional staff.&#xa0;

 A minimum of 7-9 years of  experience in civil - site design, with direct involvement in surface water hydrologic and hydraulic modeling, water control structure designs, and permitting. 
 Direct experience completing  projects with public sector/municipal agencies in the New England Region is highly preferred. 
 Proven experience with design and development of engineering drawings, technical specifications, cost estimating and other related bidding documents. 
 Strong interpersonal skills and ability to speak publicly. 
 Self-starter, able to complete tasks with minimal supervision and direction. 
 Strong professional judgment, consistency, attention to detail, and background for delivering high-quality work products. 
 Innovative problem solving with strong organizational skills. 
 Ability to think critically and manage multiple projects simultaneously. 
 Solid project financial management skills; knowledge of production support systems and personal computer proficiency are all required competencies. 
 Experience in providing technical and project leadership to staff-level or junior engineers. 
 A strong background using various hydrologic and hydraulic modeling software (i.e. HEC-HMS, HEC-RAS, FLO2D, ICPR4, HydroCAD, StormCAD, CulvertMaster) is required.&#xa0; 
 Proven experience with and directing staff with AutoCAD and ArcView-GIS is considered essential for this position.
