Overview The Director, Energy Operation Planning and Trading directs a team in the operations, management, and implementation of the District's hedging and optimization strategies. This position also directs short term trading, scheduling and operations based on current resource position, operational constraints and market conditions to enhance asset value and mitigate risks through the application of appropriate credit, contracts and agreements. Also directs the real time trading function mitigating operational risks and managing contract implementation.
Responsibilities
Real Time Trading: Directs the real time trading function through a subordinate manager, who manages the day to day relationship with real time service provider. Develops policies and procedures to assure compliance with contractual and operational obligations of the District’s system including NERC/WECC standards. Directs the development and implementation of the financial model for preschedule and real-time operational constraints and financial settlement. Optimizes value received from the District’s assets in the preschedule and real time windows.
Short Term Trading and Scheduling: Manages the short term trading and scheduling functions in accordance with District risk management policies. Manages employees who perform short-term market and resource analyses to create and evaluate strategies to optimize the value of the District’s resources and contracts while assuring system reliability. Responsible for resolving operational, contract and trading issues. Ensures compliance with all company risk management policies.
Business Systems: Manages a team of analysts, engineers and programmers with responsibility for business systems, data submittals, and integrated resource planning.
River & Lake Operations: Directs short term and real time modeling of the Columbia River and the Chelan Falls project to maximize revenue in a manner that meets license, contractual, operational and environmental hydro project constraints, and achieves other operating objectives. Provides hydro operations with power generation targets.
Legislative, Regulatory, and Compliance: Serve as subject matter expert to promote the position of the District for potential new and updated legislative and regulatory requirements. Manages department’s compliance with WECC and NERC standards and develops and implements programs to ensure compliance with all regulatory requirements and District Administrative Policies.
Contracts: Leads negotiation teams on new and updated contracts in power procurement, operational agreements, regional agreements, and other complex high-dollar contracts. Oversees trading contract implementation. Develops policies and procedures to assure compliance with all contractual and operational obligations of the District’s system including NERC/WECC standards. Coordinates training of potential and new purchasers, as needed.
Planning: Provides significant input into the development of business plans, and other forward planning and trading activities to ensure consistency and optimization with short- and long-term goals.
Maintain regular and predictable attendance: Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).
People Management
This position manages/supervises people. Direct Resources Managed: 2-9. Indirect Resources Managed: 1-10.

Qualifications
Education Equivalent experience (year for year) may substitute for required education.
Bachelor's Degree (B. S., B. A.) in Engineering, Finance, Business, Economics; or equivalent combination of education and experience is required.
Experience
10+ years of progressively responsible experience in energy trading is required.
5+ years of supervisory experience is required.
Candidates with experience leading hydro power generation operations planning & short-term energy trading functions are strongly preferred.
