Responsible for promoting and coordinating workplace safety and training in the Electric Department, including administration and development of programs to support and improve the department’s behavioral based safety programs, hazard analysis, personal protective equipment (PPE) inspection, tracking and testing, developing safety training materials, tracking employee safety training status and regularly providing proper safety practice instruction.
Essential Functions:
Teaches and certifies essential safety skills to employees required for their respective positions as a certified instructor. (requires instructor certifications for such skills such as forklift, cranes, confined space, etc.)
Develops, teaches, tests and tracks Department of Labor apprentice training programs necessary for the achievement of Journeyman Lineman and Electrician for department craft labor positions.
Develops, teaches and administers continuing education programs for department craft labor positions that have attained Journeyman level.
Prepares materials and curriculum and conducts routine departmental safety and training meetings to ensure that all employees are properly trained at all times in safe work practices for their jobs.
Routinely monitors employees for safety compliance with DME and City of Denton policies applicable to the performance of their duties.
Stays current on applicable Electric Utility Industry Safety Standards and Regulations.
Coordinates and provides safety meetings for work groups and schedules specialized training with vendors for new and highly technical equipment.
Develops and provides training for work groups to ensure safe operation of equipment and personal protective equipment (PPE) including but not limited to: Defensive Driving, CPR/AED/First Aid, Confined Space, Trench Safety, Lock Out Tag Out, Hazcom (GHS), Fire Extinguisher, etc.
Performs inspections of vehicles, PPE equipment, and tools, to assess compliance with DME, local, state and federal regulatory guidelines.
Routinely visits field crews and power plant operations/maintenance groups to ensure job site safety, provide safety improvement recommendations and observe job site for PPE use, application of proper safe work practices and employee behavior to confirm compliance with applicable safety rules (use of PPE, ladders, correct tools, proper procedures followed, etc.)
Responds to emergency accident sites to ensure the employee is safe and taken care of; inspects the site, gathers information / investigative data, and recommends any changes to improve future safety.
Performs post-accident oral drug test per City of Denton Policy 108.12.
Performs jobsite safety observation and audits to improve safe work practices, safety culture and regulatory/policy compliance.
Maintains inventory and the tracking and testing of PPE, rubber gloves, sleeves, blankets, hotsticks, utilizing approved system of records. Maintains similar Fleet testing data on Vehicle Dielectric and Acoustic Boom Testing.
Administrates employee uniform programs including inventory control, inspection, specification of FR clothing, and ensuring contract uniform provider is following proper procedures to ensure the FR qualities of uniforms.
Administrates employee boot programs to ensure that all employees have acceptable footwear and are routinely replacing climbing and steel toe boots consistent with city policies.
Assists in accident investigations to determine incident patterns and remedies to eliminate recurrences.
Analyzes safety incidence data to identify patterns of behavior, equipment failure, standard procedures, etc. and recommends improvements to reduce hazards to employees.
Coordinates and maintains employee training computerized database.
Research and recommend new PPE, tooling, and other equipment for respective departments when requested and update crew supervisors and managers of new industry trends and equipment.
Performs verification and data collection/tracking for annual safety incentive program.
Develops safety training curriculum for approval by DME Sr. Management.
Assess new safety training and tracking systems for implementation at DME.
Coordinates safety programs with the City of Denton and other departments.
Establishes inventory levels, in consultation with Division Managers for all PPE equipment.
Develops routine and periodic reports for Sr. Management on safety performance, PPE inventory levels, employee training status and delinquency, changes to OSHA and industry best practices and other reports requested by DME Sr. Management.

Minimum Qualifications / Acceptable Equivalency:
High school diploma or GED equivalency
Five (5) years’ experience in maintaining a data-driven workplace safety culture, managing inventories, developing training curriculum, providing training and support to field operations in an electric utility.
Bachelor of Arts degree in Industrial Hygiene or Environmental Health and Safety
On track to attain certification as a safety professional from a nationally recognized workplace safety training and certification organization.
OR
Bachelor’s degree in Occupational Safety and Health Administration, Environmental Science, Industrial Hygiene, Business, Engineering, Math, or "hard sciences" (i.e. physics, electrical, or electronics, etc.)
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Conditions of Employment:
Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 90 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must pass a physical examination
Must be able to work outside normal working hours as needed
Preferences:
Prior experience in municipal government electric utility safety & training field.
Knowledge in the use of Microsoft Word, Excel, Access, Power point, Microsoft Picture
Knowledge in the use of training equipment such as AED, Projectors, CPR mannequins, Defensive driving instruction.
Experience with OSHA 1910.269
Knowledge of Department of Labor Lineman Apprentice program.
OSHA certifications as a trainer for applicable standards
