The City of Falls Church (CFC) Department of Public Works (DPW) is seeking a full-time City Engineer who is highly motivated, creative, and responsible with strong public communication skills. The City Engineer will perform capital infrastructure project plan, site plan, grading plan, and development review while assessing impacts to the right-of-way, stormwater quantity calculations, street lights, and other improvements. This position will be responsible for review of complex development proposals and capital improvement projects to ensure that streets and utilities are designed to meet all applicable design standards, codes and regulations, and develop conditions for approval. Coordination with internal and external stakeholders is a key component of this positions, as is representing DPW with the Planning Commission, City Council, and the community.

The Department of Public Works is responsible for maintaining the City’s core infrastructure and providing basic services to citizens. We are seeking a self-sufficient, technically competent, motivated individual to join our engineering team.
The individual selected for this position will work closely with staff within the Department of Public Works as well as other departments. Excellent organizational skills, the ability to work in field conditions and to communicate well - both orally and in writing - are essential functions of this position.
Responsibilities:
- Perform capital infrastructure project plan, site plan, grading plan, and development review while assessing impacts to the right-of-way, stormwater quantity calculations, street lights, and other improvements to meet all applicable design standards, codes and regulations.
- Review plans for compliance in the following areas: sanitary and storm sewers, hydrology and hydraulics, stormwater management, managerial and structural best management practices, erosion and sediment control, water resources, water and wastewater, solid waste management, roads, transportation, and street and site lighting.
- Develop and review Voluntary Concessions (Proffers) for approval.
- Familiarity with AASHTO, ADA/PROWAG, NACTO, VDOT, and FHWA regulations and standards is a must.
- Perform final site inspections and as-built review for City approval.
- Coordinate with the Engineering Division to ensure that plans meet Department and City goals and objectives.
- Work with staff and developers’ representatives on acceptable design alternatives and solutions, including negotiating with developers’ representatives for plan design changes.
- Coordinate development projects internally with multiple departments and externally with local, state and federal agencies, private utilities, property owners, stakeholder groups and individual private citizens.
- Attend Planning Commission and City Council meetings as needed related to development projects.
- Review and prepare civil design drawings, technical specifications, and construction cost estimates.
- Review development plan studies including, but not limited to, traffic impact assessments, subdivisions, public infrastructure improvements, and private commercial development.
- Provide technical presentations in public venues including but not limited to Planning Commission, City Council, Town Hall meetings, and various committee meetings.
- Respond to citizen inquiries and requests.
- Provide support to other Engineers, Project Managers, Planners and other City Staff.
- Perform related tasks as required.
Qualifications:
- Degree in civil engineering or related field and registration as a Professional Engineer in the Commonwealth of Virginia (or ability to obtain reciprocity from the Virginia Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects within six (6) months of hire).
- Possession of Virginia DEQ Erosion and Sediment Plan Reviewer Certification and Stormwater Management Plan Reviewer Certification within 1 year of hire.
- At least seven (7) years of engineering plan review experience. The ideal candidate will have 15 or more years of public and private plan review experience particularly as it relates to sanitary and storm sewers, hydrology and hydraulics, stormwater management, managerial and structural best management practices, erosion and sediment control, water resources, water and wastewater, solid waste management, roads, transportation, and street and site lighting.
- Demonstrated ability to review and analyze plans and specifications for construction of public facilities, formulate comprehensive operational policies and procedures, and prepare technical reports.
- Must possess and maintain a valid driver's license.
- Ability to write clearly and concisely.

Working Conditions:
- Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
- Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, depth, textures, and visual cues or signals. Some tasks require the ability to communicate orally.
- Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, or toxic agents.
Salary & Benefits: $95,000 - $130,000, depending on qualifications. The candidate selected for this position will be hired as a Senior Engineer or Principal Engineer depending on experience and qualifications.
