The City of Tacoma Public Works Department is recruiting a Senior Engineer to lead its traffic modeling system. The Public Works Traffic Modeler (Senior Engineer) will administer the operations and maintenance of the City's Transportation Forecasting and Land Use Model through a combination of expertise and consultant services.
The City’s traffic model is an essential tool for growth and development sub-area planning processes, integration with pavement management system, assessing freight activities in the port area, grant applications, economic development initiatives, and traffic operations.
The ideal candidate will have/demonstrate the following:
- Technical competencies in transportation planning and travel demand models
- Hard-working and approachable with the ability to work well with others in a collaborative team setting and independently
- Maintain positive working relationships with management, staff, the public, private consultants, and other public agencies
- Proficiency at evaluating technical information, thinking analytically, and rationalizing conclusions
- Understand regulatory requirements
- Ability to administer consultant contracts and grants
- Ability to provide multidisciplinary observations and balanced assessments
- Knowledge and the ability to effectively use computer applications and technology related to the skills of the position
The Transportation Division is guided by the City’s Transportation Master Plan and regulations which progress an efficient and equitable modal transportation system within public rights-of-way through apportion management and implementation of policies, programs, and projects. The Public Works Traffic Modeler will support the organization’s goals through the planning of transportation systems that provide safe, affordable, reliable, environmentally responsible, and equitable mode choices for everyone who lives, works, or plays in Tacoma.
The Public Works Traffic Modeler will also have an essential role in providing technical analysis and guidance for capital project delivery, contract management, construction projects, traffic volume integration with pavement management system, and other related initiatives.
Responsibilities and duties of the position include:
- Using modeling platforms and procedures to develop, analyze, apply, and refine the City’s (regional based) multimodal travel demand forecasting model
- Conducting development impact studies using travel forecasting and traffic simulation models
- Analyzing or reviewing transportation systems including system performance for all applicable modes of transportation, corridor studies, traffic impact analysis, and alternative analysis and evaluation
- Researching, analyzing, and interpreting demographic and land use data and trends, including various planning issues and elements, household characteristics, travel behavior, housing and employment projections, and allocation for transportation studies
- Reviewing transportation data for quality control and application
- Coordinating with internal multidisciplinary groups and partnering agencies to maintain data consistency, reliability, and validity in the regional travel forecasting process
- Producing technical documents, reports, illustrations, and plans
The Traffic Modeler will work under the general supervision of an a Assistant Division Manager in the Transportation Division. The position may lead workgroups or project teams.

Qualifications
Four (4) year degree from an accredited college or university in civil engineering or related field
AND
Five (5) years of experience as a licensed Professional Engineer
OR
Ten (10) years or more of work experience in transportation planning in lieu of a professional engineering licenses.
LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
May require a valid Washington Driver's License at the time of appointment with maintenance thereafter.
Knowledge & Skills
KNOWLEDGE AND SKILLS:
- Knowledge of planning principles and techniques and the socioeconomic implications of planning.
- Knowledge of transportation analysis software and GIS applications such as EMME, Synchro, VISSIM, and ArcGIS.
- Knowledge of applicable Federal, State and local laws, regulations, policies and procedures.
- Ability to organize, manage and analyze data and to interpret and report research findings in reports, plans and public presentations.
- Ability to express ideas clearly and concisely both orally and in writing to a variety of audiences.
