Portland The role: Our Urban Mobility Office is recruiting for a transportation analysis engineer to join our team! In this key role, you will serve as our lead transportation engineer for the Mega Projects and Toll Program in the Urban Mobility Office, which includes advancing value pricing projects for further study on both I-5 and I-205 to manage north-south travel through the Portland metro area effectively. We thank you for considering this employment opportunity. A day in the life: - Provide policy and project management guidance in advancing the Toll Program.
- Lead the planning and environmental review phases to develop and implement an integrated strategy for congestion management in the Portland metro area.
- Coordinate the application of statewide and metropolitan area models/tools to support congestion management objectives in the Portland metro area.
- Identify priorities for modernization projects for inclusion in the metro financially constrained plan and for funding in the Statewide Transportation Improvement Program (STIP) and other funding sources.
- Lead multi-disciplinary project teams.
- Draft proposals for approval by commissions, regulatory boards and legislative committees.
- Lead, design and manage local government and stakeholder technical staff involvement in agency planning efforts.
- Build relationships with stakeholders including cities, counties, federal and state agencies as well non-profits.
- Represent management in the development of outsourcing contracts for complex highway construction projects.
- Participate in the vendor selection and negotiation processes.
- Meet with contractors/consultants regularly to plan and coordinate work, and resolve project issues of work areas, scheduling concerns, sequence of operations and other contract topics.
- Work is primarily performed in a typical office environment with occasional regional travel required.

What we need: A valid professional engineer's (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.
Note: If registered in another state, successful applicants will be required to obtain professional registration in the state of Oregon within six (6) months of hire. Driving is an essential function of this position. You must possess and maintain a valid driver license and acceptable driving record. Note: You do not need to have all of these qualities to be eligible for this position. - Experience leading and reviewing multimodal transportation analysis efforts, including transportation land use modeling and analysis, corridor level analysis, traffic simulation and freight analysis.
- Experience applying facilitation skills to strategically facilitate teams of technical staff, develop business plans and strategies to meet goals and objectives.
- Good working knowledge of the Manual on Uniform Traffic Control Devices (MUTCD), Traffic Engineering Handbook (ITE), Trip Generation Manual (ITE), the ODOT Analysis Procedures Manual and local urban area planning documents.
- Experience reviewing and managing consultants work products to ensure compliance with ODOT or state and federal design standards, policies, and guidelines.
