Transportation Planner/Engineer - Major Projects

This position is located in the District Department of Transportation (DDOT), Project Delivery Administration (PDA), Planning and Sustainability Division (PSD), Major Project Planning Branch, this position works under the general direction of the Bus Priority Program Manager and Major Projects Branch Manager. The incumbent plans and implements bus priority and other multimodal improvements for major roadway corridors. The incumbent provides mid-level technical support for all phases of transportation planning and traffic engineering, operations, roadway design, and management as related to coordination, advocacy and implementation of transit improvement strategies to advance the goal of increased bus ridership in the District. Develop plans, specifications and work orders resulting from project development studies to improve bus service efficiency and route performance. Works with the Bus Priority Manager and other colleagues to identify stakeholder concerns and program risks, preparation of scopes of work for consultant contracts, develop accurate cost estimates, set objectives for annual and multiyear long-range work plans, procurements, consultant selection, and measure and monitor project progress to ensure that milestones, commitments, and schedules are maintained. Develops recommendations for new bus transportation services and systems and manages the implementation of citywide public transportation studies that improve transportation services and systems. Coordinates with all internal DDOT branches and Administrations. Coordinates with external stakeholders including Advisory Neighborhood Commissions, DC Sustainable Transportation (DCST), Business Improvement Districts, employers, contractors, and the public. Works closely with and establishes a partnership with the District’s transit operator, WMATA. Attends other meetings, seminars, and professional conferences relating to transportation planning, bus/ transit planning, traffic engineering, and roadway operations. Collect and analyze bus route and ridership data, develop ridership estimates and estimate costs for bus priority projects. Develop alternatives that include accommodations for bicycles (e.g., protected bicycle lanes) and pedestrians along transit corridors. Use GIS to illustrate socioeconomic, demographic, equity issues, and other data elements, as required by the Bus Priority Program.

A degree with a major study in planning, engineering, management, or similar. Masters degree preferred. Or Applicant must possess at least one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to conceptual planning, engineering design, interpretation of roadway and bridge design plans, utility impacts, constructability, stormwater management and DDOT right-of-way policies and procedures. Mastery of mass transit standards, policies, regulations, and procedures. Knowledge of the bus transportation system and routes within the District of Columbia. Mastery of and ability to develop transit plans and project descriptions for public transportation services and facilities for the District, obtain public and private sector comments, and understand, interpret and integrate comments results into the alternatives development phase of a bus priority project. |
